Public holidays generally provide a day off work (and increased penalty rates for those working on that day). Observance days celebrate remembrance, awareness and other significant events, but do not provide a day off work or penalty rates. It is also worth noting that South Australia has "partial public holidays" where increased penalty rates would apply. Examples of this are the nights of Christmas Eve and New Year's Eve where most people are likely to celebrate with friends and family, so additional penalties are applied to recompense those people that cannot socialise with friends and family due to work commitments.
